Local Planning Authorities (‘LPAs’) in the UK all measure the validity of planning application submissions against specified national and local requirements. If, upon receipt, the validation requirements aren’t met then the relevant LPA validation team will determine your application ‘invalid’.

Understanding the Challenge
For the greatest part (although there are exceptions) changes to the use or form of land and buildings is ‘development’ and requires planning permission. Applications for planning permission are made by the proposed developer or their agent to the LPA for the particular area in which the land or buildings are sited. The planning application process is a formal documented process that takes a number of weeks (generally 8-13 weeks but sometimes longer).

This process ensures that the relevant LPA has all relevant information necessary to determine your planning application.
The LPA may have your application form, your planning application fee and even information relating to the existing and proposed positions – but If the LPA doesn’t have all the information that it requires it won’t allow your application to advance further. The LPA will tell you that your application is invalid and why its invalid but and it will go no further until you fix the position and provide what’s required.
Increasingly ‘invalid’ applications can attract costs applied by the LPA and deducted from the application fee paid. Worse, you can lose your application fee and since xxxxxx there is no possibility of a ‘free go’.
