The Difference Between Planning Approval and Planning Validation

Planning validation and planning approval are often misunderstood as the same stage. They are not.

Validation is administrative. Approval is substantive.

Validation

Validation confirms that an application contains all required documents and information.

It does not assess:

  • Design quality

  • Policy compliance

  • Neighbour impact

  • Planning balance

It simply ensures completeness.

Approval

Once validated, the application is assessed against planning policy and material considerations. This stage may involve consultation with neighbours, internal officers and statutory consultees.

Approval or refusal is based on planning judgement.

Understanding this distinction helps applicants manage expectations and prepare appropriately.
